Blanka is a character from the Street Fighter series of video games. Blanka is usually green skinned with long red hair. One of his most noted abilities is the ability to channel electricity through his body.
According to his official biography, Blanka was born in Brazil on February 12, 1966. He stands 192 cm (when upright) and weighs 98 kg. His blood type is B. He is a skilled jungle hunter. He likes tropical fruits, pirarucu (Brazilian freshwater fish that grows to lengths of up to 10 feet), and his mother. He dislikes army ants. His fighting style resembles capoeira superficially, but is actually a self-taught savage fighting technique.

When Jimmy was going to visit his uncle, the plane travelled too close to a hidden Shadoloo base, and they shot it down. Jimmy was raised by animals, and learned from electric eels how to use his bioelectricity as a weapon (as ridiculous as it sounds, that's the official statement). His mother, Samantha, was not on the flight (so he was probably going with his father).
As he lived in the Brazilian jungle, Blanka (still calling himself Jimmy) rescued a traveller from the perils of the green hell. His name was Dan Hibiki, and they became friends. When he hitched a ride in the trunk of a poacher's truck, Jimmy encountered the outside world for the first time, but also met Dan and his "student," Sakura Kasugano. Not enamoured of the outside world, Jimmy returned to the jungle.
Blanka fought in the second World Warrior tournament, which his mother was watching, and she recognized him from the anklets he wore. She immediately went to find him, and they had a tearful reunion.

Birdie is a character from Capcom's Street Fighter series of video games.
According to his official biography, Birdie was born in England, with no year or date specified (possibly the late 1950s). He stands 216 cm and weighs 111 kg. His blood type is O. He likes to eat (espeically beer and beef jerky) and commit crimes. He hates kids and cops.
Before his criminal career, Birdie was a professional wrestler, tag-teaming with occasional rival Titanic Tim as the "500 Million-Trillion Powers." When his wrestling career ended, he became a street fighter.
His notoriety got him invited to the first World Warrior tournament. When it came time to fight, Birdie was suffering from a particularly nasty strain of flu, and lost his fight with Ryu easily (thus explaining his pale skin).
Despite this setback, Birdie rose up the ladder of criminal success, and he eventually got wind of an organization called Shadowlaw. He managed to catch their attention and get in. He snuck into a Shadowlaw data room and discovered something, not knowing that M. Bison, lord of Shadowlaw, was watching him.
That "something" was most likely the Psycho Drive, and he decided to find it and use it to overthrow Bison and become lord of Shadowlaw himself. Bison sent Balrog to kill Birdie, but Birdie told him about the Psycho Drive and that they could use to it become powerful. Unfortunately, with Balrog's incompetence, Birdie couldn't find the Drive before it blew up.
Birdie likely remained with Shadowlaw until it finally collapsed, and is either back on the street or in jail by now.
